I spent a while researching this out of curiosity, since it didn't feel like a rule to me, and can find of a mix of style guides giving entirely different recommendations here. Some discourage it in formal writing (but do not consider it incorrect), while some others even encourage it specifically when the clauses are intended to contrast against 13:32:20 each other. At least in my mind, "Thing [that usually does damage] hits, but does no damage", the latter is a clearly contrastive statement and reads better to me with the commas. But I really don't think there's a hard and fast rule here, even if some people claim so. It's a style thing.
