It exists so that you don't constantly gain and loss piety stars when hovering around a piety breakpoint (e.g. when spamming cleansing flame to kill evil creatures). In fact, piety decay actually bypasses it and can loose you a piety star just after you gained it (although this might not be intentional) 08:38:02 <11Odds> Ah...
